Public-Private Partnerships (PPP), known in Turkish as Kamu-Özel İşbirliği (KÖİ), are innovative financing and collaboration models established between public authorities and the private sector for the development of infrastructure and/or the provision of public services. At Türeli & Ceylan, we have extensive experience in PPP projects successfully implemented across various sectors—from long highways and airports to ports and border gates.

Since our establishment, we have actively participated in energy and infrastructure projects carried out under various PPP models such as Build-Operate-Transfer (BOT), Build-Operate, Build-Lease, and Transfer of Operating Rights. Our expert team, which has advised on the construction and financing of some of Turkey’s earliest private infrastructure investments, represents a wide range of local and international stakeholders including sponsors, contractors, lenders, and equity investors.
